All commercial offices over 2,000m2 prior to sale, lease, or sub-lease will require under the proposed Federal Government scheme a Building Energy Efficiency Certificate (based on NABERS energy rating) and an Energy Efficiency Assessment Report.
This draft framework has just completed its consultation phase and if legislation is successful it is proposed for implementation in 2010, and its core components are:
Building Energy Efficiency Certificate (BEEC) will be based on the NABERS Energy assessment which will have to be provided in all promotional material, and be less than 1 year old.
The Energy Efficiency Assessment Report, (EEAR) on how to improve energy efficiency in areas such as controls, heating , air conditioning, lighting,
hot water, building envelope, office equipment, and must be valid for 7 years. The EEAR will have to be provided to all prospective buyers and Lessees' and to a central registry.
The aim of this initiative follows the 2004 Energy White Paper entitled Securing Australia's Energy Future and Mr Ross Garnaut's
report which highlighted the need for a national mandatory energy efficiency rating scheme for buildings, to allow prospective
buyers and Lessees' to properly understand the energy efficiency of the premises and what can be done to
improve it.
